(1) The total number of males and females in the village A is 1000
(2) The literacy rate of males is 60% and that of females is 50%

Given, The literacy rate of a village A is 54%.

Question stem: #male:#female=?

Statement 1:-

#male+#female=1000

There are more than one combinations of (m,f) that satisfy the above condition. hence we have more than one value of the desired ratio.
hence, insufficient.

Statement 2:-

Literacy rate of males :- 60%
Literacy rate of females:- 50%
Literacy rate of combined:-54%

Using method of allegation:-

Male Literacy(60%)----------------------Female literacy(50%)
---------------------combined literacy-------------------------
-----------------------------(54%)-------------------------------
-----------------4%-------------------------------6%-------------

male:female= 4%:6%=2:3

Hence sufficient.

Let m denotes males
And f denotes females
So, Total people = m+f

St.2
60%xm = Literate males
50%xf = Literate females
54%x(m+f) = Literate total

Equating
0.6m + 0.5f = 0.54(m+f)

Sufficient to determine ratio m/n.

St.1 m+f = 1000
Insufficient to determine ratio m/n.
