Two combinations to remember(in layman terms)
1. action in present + will
2. action in past + would
Now apply this to options
A) would open by January, it will be attracting. ------WRONG
B) would be opened by January, it would be able to attract. -----WRONG
C) was opening by January, it would be able to attract. ---MAY BE
D) was to open by January, it also will attract. ---WRONG
E) opens before January, it will attract. -----MAY BE
Now we are left with C and E
In C, was opening is not in attenuation with "it would be able to attract"
In E everything is perfect...... so E
1. action in present + will
2. action in past + would
Now apply this to options
