from I, the average is 6, there can be multiple cases like {3, 9}, {3, 6, 9}.... . so, not A, neither D
from II, the range is equal to the average, but no numeric information is provided.... so not B
together, range is 6 and smallest number is 3, there can be multiple cases namely {3, 9} , {3, 6, 9}, {3, 6, 6, 9, 9}... so not C
