correct me if I am wrong, It’s not given that in 10 and y which one is greater so difference of 10 and y can be either (10 - y) or (y - 10) so the answer should be "not enough information" (option E) in my opinion.
x + 20 = 8 + (10 - y)
then, x + y = -2
But if
x + 20 = 8 + (y - 10)
then, x = y - 22 and then value of (x + y) can’t be determined.
