C. assuming no repettion is allowed. 
total = 9 (i.e. -5, -4, -3, -2, -1, 0, 1, 2, and 3)
no of even integers= 4
no of odd integers= 5
no of ways selecting 2 integers = 9c2=(9x8x7)/(7x2)=36 ways

a)The sum of two integers is even
no of ways selecting 2 integers whose sum is even= either (odd+odd) or (even+even) = 4c2+5c2=6+10=16 out of 36.

b)The sum of two integers is odd
no of ways selecting 2 integers whose sum is odd = odd+even= (4c1x5c1=36- (no of even possibilities) = 20

c)The product of the two integers is even= 36-5c2=26
d)The product of two integers is odd=5c2=10
e)The product of two integers is negative=5c1x4c1=20

so the C has the highest number of possibilities. So C is answer..
