V = 10x/3y or 10/3 * x/y. To find V, we need to have the ratio of x/y

(1) 5x = 3 * 1/2 * 3y = 9y/2. We can bring y to the left side and this will give us the ratio of x/y. Sufficient.

(2) y = 1/12, but we dont know anything x. Insufficient.

Given $$V=\frac{10x}{3y}$$

Find V=?

For 'V' we should know the value of (x & y) OR $$\frac{x}{y}$$ OR $$\frac{10x}{3y}$$

Statement 1 5x is three times the value of one-half of 3y.
=> $$5x=3*\frac{3y}{2}$$
=> $$5x*2=3*3y$$
=> $$10x=3*3y$$
=> $$\frac{10x}{3y}=3$$
=> Therefore SUFFICIENT

Statement 2 $$y=\frac{1}{2}$$
=> Value of 'y' available BUT 'x' NOT known
=> Therefore NOT SUFFICIENT

Therefore 'A'
