B should be the answer, the idea is to get rid of x and w and keep only y.

1) x-y =4, x=y+4, put this in equation, we have equation in y and w, hence 1 not suff
2)x=8-w, put this in equation, we get w+8-w+y=18, y=10, hence, II is suff

so, OA is B
