(1) x=1/16 does not tell us anything about y, hence we cannot determine what % of y is x. Insufficient.
(2) x/y=4 or x=4y tells us that x is 4 times y or 400% of y. Sufficient.

Answer is B
but x/y = 4 would mean x = 4y
which would give x = 400% of y
