Bunuel, shouldn't the question be comparing 2.134 * 10^x rather 2.134 * 10x?

Then the question can be rewritten as When is 2.1* 10^5 > 2.134 * 10^x Which leads to the answer x=4

A. 7
B. 6
C. 5
D. 4
E. 3
21340 * 10^-4 * 10^x < 210,000, x=4 Answer D, because the next zero on the right side will make 21,340 > 210,000
