x<3 => -x > -3
x+v > 4 => v > 4 + (-x) > 4 + (-3) = 1

So the answer is (A).

x + v > 4 and x<3

Possible cases:

=> x = 2: v has to be 3 or greater to make x + v > 4

=> x = 0: v has to be 5 or greater to make x + v > 4

=> x = -1: v has to be 6 or greater to make x + v > 4

Then v >1 is true - ALWAYS
