y >= 0

1. |x-3| >= y => |x-3| >= 0 ...can't obtain any specific value

2. |x-3| <= -y, and because y >= 0, thus, -y <= 0, y must be 0=> |x-3| = 0 => x = 3 ...so 2 alone is sufficient
