The least value of any absolute value is zero. In our case this value is obtained when $$z=\frac{40}{7}\approx{5.7}$$, but we are told that $$z$$ is an integer, so let's try closest integer values:

For $$z=5$$ --> $$|40-7z|=5$$;
For $$z=6$$ --> $$|40-7z|=2$$.

The least value is 2.
