Your profile carries a genuinely unusual tension that most applicants in this pool do not have: you are simultaneously more accomplished and harder to read than a typical IIM/ISB applicant, and that gap is where the real work sits.

•⁠ ⁠The government-to-MBA narrative is not the risk you think it is. IIMA PGPX and ISB actively value policy and public-sector profiles, but adcoms will ask the same question every reviewer asks of non-corporate candidates: can this person operate inside a P&L-driven environment? Your edtech venture, scaled to 90K users and ₹40L revenue, is the single most important piece of your application, because it is your answer to that question before they even ask it.

•⁠ ⁠On GMAT: for PGPX and EPGP, a Classic 720+ (Focus 675+) puts you safely above the sub-median; 700 to 720 is workable given your profile depth, but below 700 you are asking committees to do extra work. Target 720 as your floor, 740+ if you want the score to become invisible and let the rest carry.

•⁠ ⁠The Critical Mineral Mission detail is genuinely differentiated, but only if you connect it to a business outcome or a leadership decision you drove, not to the policy itself. Adcoms remember the person, not the project.

•⁠ ⁠Your story should not be "government official seeks MBA." Frame it as: operator who has worked at the intersection of industrial-scale execution, national policy, and early-stage venture building, now seeking the management toolkit to do this at greater speed and scale.

You have a very unique profile and a lot of individuals from Govt/PSU background go for IIM A PGPX, IIM B EPGP, & ISB. Now moving over to your queries:

1. GMAT Score - Target 655+
2. Govt to Post MBA uncertainty - Don't worry about it now. Instead focus on positioning your profile in the right way. You will have opportunities to pursue industry relevant projects on campus. If you worry is how your will build your story arc for the ad-com, articulate your post MBA goals well. Think how best you can leverage your experience in public policy, project & operations, & people management to transition into corporate (there are quite a few conglomerates operating at the intersection of aforementioned space).
3. Answered part of this in the previous bullet point. Your theme should be -> An experienced professional leading multiple large-scale projects with deep expertise in public policy, processes, people, & stakeholder management. Do showcase your ability to build 0 to 1 initiative (your venture) & ability to operate at scale.
