My answer is  (A) . It took me 30 seconds.

(A) Straightforward and clean.

(B) SVA Error. "Implementing the consultants’ recommendations" (A gerund phrase) is singular. All gerund and infinitive phrases are singular.

(C) SVA Error. Subject is singular ("the expected result")

(D) SVA Error. Now subject is a plural.

(E) When a verb (such as implement / enact) can be used directly and actively, do not use its noun form (such as implementation / enactment) because such maneuver typically results in bloated sentences, as seen in E.

Here the question is not that hard, clearly B, C, D are out because of the SV agreement.

B : we have the verbal phrase "Implementing ... recommandations" that, as a verbal phrase, should take a singular verb.
C : The result (singular) ... are 
D: The results (plural) ... is

We are left with A vs E

Let's try to understand the meaning conveyed by E. We have to be litteral so : 
It is expected ... that 
the enacment ... is to result in both increased productivity and decreased costs
So here, the enacment, which is the subject of the clause introduced by the subordinate connector "that", is to result in both increased productivity and reduced costs. Well, is it possible that an enacment does such a thing? It would be much more logical to say as in C or D that the results of the enacment are increased productivity and reduced costs, not the enactment itself.

Let's compare to A. Using the verbal phrase "Implementing ... recommandations" as the subject for the "is expected to result in" correctly tells us that the action of implementing the recommandations is expected to \ will result in both the mentionned increase and decrease.
This sentence is logic and makes perfect sense. 
(A simple example of a "ing phrase" as a subject would be : "doing sport is great for your health" which is the equivalent of "the action of doing sport is great for your health".)

Therefore I will go for A, hope it is the right answer.
