In 1869, anxious to balance its population of 8,000 men and 2,000 women, the Wyoming legislature extended voting rights to women in Wyoming.

(A) its population of 8,000 men and 2,000 women, the Wyoming legislature - Well, There isn't any gramatical error. and using it to refer wyoming legistrature is absolutely fine. However, the fact that the wyoming legislature is trying to keep its population in check seems fishy. For now keep it.
(B) their population of 8,000 men and 2,000 women, Wyoming's legislature - Fatal Subject-verb error. Their(plural) is trying to refer to Wyoming's legislature(Singular). OUT
(C) the state's population of 8,000 men and 2,000 women, the Wyoming legislature - Makes sense and gramatically Flawless. (KEEP)
(D) a state population of 8,000 men with 2,000 women, the legislature in Wyoming - Not good. It should be men and women, not men with women. (OUT)
(E) its population of 8,000 men with 2,000 women, Wyoming's legislature - Same as in D. "With" is wrong. (OUT)

A and C are final contenders. But C edges A on the grounds of real world scenario.
Methinks its C. :)

How to choose between A & C

Hello jim441,

To answer your query, Option C better conveys the intended meaning of the sentence - that the Wyoming legislature was anxious to balance the state's (Wyoming's) population - through the phrase "the state's population".

The use of the phrase "its population" in Option A is less clear and seems to suggest the Wyoming legislature was anxious to balance its own population; as technically the noun "Wyoming" is not present in this sentence - here "Wyoming" serves as an adjective that modifies "legislature" - grammatically "its" cannot really refer to "Wyoming".
