let x be number of gallons in 1985, let y be the $ per gallon
given xy=$1200

from A, we can deduce that we have 1.1x gallons of water, so the price will be 1.1xy = 1.1*1200

so A is sufficient right....please clarify where I am going wrong

Because in (1) you know 1986 gallons but you do not know 1986 price per gallon. You assumed the price stayed the same, but the statement never says that. So you cannot get the 1986 total.
