My vote is for : D
A - implies that the increased temperature is the same as the previously recorded high. In other words, the new temperature has not created a new record but equalled a previous one
B - seem to compare the temperature to the level of the century
C - to the record high - not idiomatic
D - to a ... record high - idiomatic
