I think only B uses the correct past perfect tense. so B is correct.

agree that them is missing in C.
However, I am not able to understand grammar in D:

award for having intalled wheelchair access ramps well before local law required them.

can someone explain what grammar is involved here. What is blue portion? adjective phrase? participial phrase?

i used to blindly think: having is wrong :)

Please someone explain this. Bhai?
