B. wheelchair access ramps that had been installed well before local law required it

A for no error.
Isn't "it" is ambiguous here?

yes, it is but if you compare other choices, A is less ambigious and concise as well.

I go with D

A/B out - award for wheel chair access ramps

gives the impression that the access ramps got the award :)

C and E not complete - abruptly ends with law required

What is the OA ?
