Isn't "it" in D refering to "economy of Indonesia" clearly?

I totally agree that there is no confusion regarding what 'it' is referring to...But I dont think 'it' is the problem here...I think the answer is C bcoz we are talking abt the year 1996 in particular, so present tense in the second half is not justified.
In addition, C also uses the correct idiom.

Highlighted parts incorrect in other options. Only C stands.

If we go by structure, even D looks OK :wink:

But as Priya pointed out, we can't use "has equaled" for something that happened in 1996.....unless the question was written on Jan 1st, 1997 :wink:
