The second half of option C sound like the value fell to six dollars instead of Falling by six dollars.
Am I thinking this in a wrong way or intended meaning ?

Am I thinking this in a wrong way or intended meaning?

I think the referent for 'this figure' would be 'earned average of 12 dollars' instead of just '12 dollars'. Hope this clarifies.

Correct Answer - C looks like the meaning is distorted of the passage

The 'meaning' of the original sentence does not have any special meaning--sometimes the meaning of the original sentence is wrong or unclear, and must be changed. This is such an example.

The first part of the sentence sets up a comparison: "hispanic workers were earning 12 dollars less than caucasian workers."

The second part of the original sentence says: "by 2013, they were earning almost six dollars less."

Wait... six dollars less than what? Six dollars less than caucasian workers (meaning the gap has narrowed?). Six dollars less, in just raw dollar amounts, than they were before (and it's not clear what has happened to the 'gap'?)

C makes it clear: the GAP in wages decreased from 12 to 6.

Can we use past perfect here?

2001 came before 2013.

Should we use past perfect while talking about an event that happened in 2013?
