the probability that a citizen voted in the election?
Since the probability = voted people/total population

In a country, 45% of male citizen and 47% of female citizen are eligible to vote. What is the probability that a citizen voted in the election?

(1) 45% of eligible male citizens voted.

(2) 47% of eligible female citizens voted.

We still do not know what percent or how many of the eligible females voted. Also we do not know total # of citizens.
