Suppose, there are 100 people.
Registered voters = 80% of 100 = 80
Number of people voted = 75% of 80 = 60
Number of registered people who did not vote = 80 - 60 = 20

Therefore,
= 20/100
= 1/5

Hence, B.

In percentage question it's better to deal with some smart numbers.

Let the no of people be 100

No. of registered voters = 100*80% = 80

No of registered voters voted in the last election = 80*75% = 60

No of registered voters didn't vote in the last election = 80-60 = 20

Required Fraction = Voters didn't vote / all those surveyed

= 20 / 100

= 1/5
