This questions cannot be answered because, it has not been said that the 150 people were either smokers or drinkers.

I would say E also.

Because we're not told how many smokers were drinkers, or how many of 150 were drinkers.

Likewise, it is possible that there are people who neither smoke nor drink

We can have a table as below:

drink no drink total
smoke ? = 0.4x x
no smoke
total 120 30 150

stmnt1 - 80% were drinkers = 80% of 150 = 120 but we don't have any info about smokers. hence insuff

stmnt 2 - We do not know the number of smokers so we can't calculate the number of smokers + drinkers. hence insuff

Taking together we know number of drinkers is 120 and 40% of smokers are drinkers as well but no other detail. Hence E
