We need to find the percentage of "homeowners" who had purchased a computer in last two years:
For this we would need the no. of homeowners and then the no. of people who had purchased the comp. in last two years
Condition 1: Percentage of those who bought in last two years in "homeowners who have a computer" (Insufficient)
Condition 2: Percentage of people who have a computer irrespective of when they purchased in "overall homeowners" (insufficient)
Combine both and you can find: 80% of 65% is equal to "percentage of homeowners of purchased computer in the last two years". So it is C

Shouldnt the IMO be E instead of C? Question was asking what percent had purchased a computer in the last two years and that includes purchases from both owners and non-owners? We only know from (1)&(2) that owner and purchaser is 0.85*0.65 however the non-owner and purchaser is still unknown. Unless it is assumed that non-owners cannot have purchased PC?(that is a strech since I can buy something and gift it to someone without owning it)
