Looks more like a parallelism problem to me.

Since the intent of the sentence is to mention something in future tense, choices with present tense are out- C, D and E

And the parallelism is the successful instructor will be responsible for instruction in the appropriate teaching environment and (will) evaluate

Hence B is the answer
