IMO A I did it with reverse plugin which is follow bellow

We know if male is 1/4 then women is 3/4 so if we add any option in our previous total number of women then that number is divisible by 3. Lets look at options.
A 14+7= 21 divisible by 3 leave it
B 14+5= 19 not divisible by 3 eliminated
C 14+3= 17 Not divisible by 3 eliminated
D 14+2= 16 not divisible by 3 eliminated
E 14+1= 15 divisible by 3 leave it
Now plug value take 7
TOTAL MALE FEMALE
28 7 21
so if we verify male is 1/4 hence answer is A.
