I will opt E.

I will reject A for the use of In assessing.
B and C are out.

D is looking relatively less strong because of the use of in an assessment of .

E sounds smooth and calssy. PLease comment. and OA please

E is wrong. Pronoun problem... What does "They" refer to here?

All the subjects in E are singular (rural migrant worker and urban migrant worker).
