I came down to C or D and I think it is D

(C) A question that is irrelevant in assessing the problems that rural migrant workers face is whether they are better off materially than the urban working poor.
(Don't we have to be plural in this...?)


I dont think so, you could compare this phrase 'a question that is irrevelant in assessing the problems' to ' a camera that is useless in taking pictures' ... gives you the idea

Both C and D are perfectly correct grammatically. However , please note the difference in meaning in your own example.

A camera that is useless in taking pictures is lying on the table.
The camera that is lying on the table is useless in taking pictures.

D it is

Well, I admit that the first one hardly has any clear meaning at all.
Most probably it implies that the table is the place for a broken camera. Any broken camera. However , as I see it, we originally wanted to warn
that the camera [that is lying...] is broken. Only the second example clearly expresses this idea. Exactly the same analogy can be drawn between (C) and (D) of the original sentence.

could someone explain what is wrong with A ?


Between 'A' and 'D' go with 'D'.

The modifier In assessing the problems, can't modify the question.

In 'D' In an assessment of the problems is more clear.

So 'D' is the better answer than 'A'.
