Pre-thinking:

If average time in transit to reach the destination in congested urban areas for persons travelling by car is X hours, then:

i) time in transit for persons using "public transportation options, such as trains and subways" is 0.75X hours.
ii) time in transit for persons driving in the carpool lane is <X and >0.75X.


(A) Waiting in traffic accounts for approximately 25 percent of the commuting time for individuals who drive to their destinations. Stimulus does not talk about "waiting in traffic"; it only talks about total time in transit, including waiting time. Eliminate.

(B) Walking between a subway or train station and one's final destination does not, on average, take longer than walking between one's car and one's final destination. Stimulus only talks about total time in transit, including walking time. It does not compare the walking times separately. Eliminate.

(C) Using carpool lanes does not, on average, reduce driving time by more than 25 percent. Correct. Consistent with (ii) above.

(D) Individuals who commute via public buses spend approximately 25 percent more time in transit than those who commute using public trains or subways. The stimulus does not compare the different modes of public transport. Eliminate.

(E) Subways and trains are available in the majority of congested urban areas. The stimulus does not talk about availability of public transport in congested urban areas. Eliminate.

You are assuming here that total time moving in cars = total time moving in trains/buses, which cannot be inferred from the information given in the stimulus.

It is possible that public transport take longer or shorter when we count only moving time but when waiting time is factored in for both, public transport is 25% faster. We cannot say anything separately about moving time or waiting time for either mode of transport based on the premises given in the stimulus.

The stimulus clearly says that carpool lanes are least congested lane that clearly means other lanes are highly congested.... now congestion comes from traffic or excess vehicle on smaller roads then why option A is not valid....
