This is another example of a not so great questions. A is the only answer that sort of fits but "usability of the found records" - what does that even mean?
B. is irrelevant C. is a trap as we do not need to digitize the records - it is stated we are working with digital records already (I almost went for it) D. makes no sense as you don't fix anything by hiring more people and our argument is about savings E. This is the opposite of the assumption which should be that they will NOT need too much of costly additional training which will reduce efficiency.
