In comparable restaurants with similar diner profiles, the total cost of a steak dinner has always been greater in Fairview than in Centerville, two towns of about equal populations. However, consumer studies indicate that steakhouses in Fairview process more meal transactions than steakhouses in Centerville. Therefore it is obvious that restaurant owners in Fairview are more successful than those in Centerville.

C. This is the key comparison. If Fairview has far fewer restaurants, each steakhouse may naturally get more customers. So higher transactions don't necessarily mean the owners are more successful. Correct
D. License difficulty might affect the number of restaurants, but comparing the actual number of restaurants gets much more directly at the issue.
E. Prices in other cities don't tell us whether Fairview's restaurant owners are actually more successful than Centerville's.

I noted C as correct, thinking about the law of supply and demand. The number of restaurants in the respective cities is very much relevant. If one city has only one restaurant, the restaurant acts as a monopoly and can charge much higher prices. If a city has many restaurants, they must keep prices of competitors in mind and cannot charge way more, risking losing too many customers. If we could obtain this information, we would greatly profit from it.

D: I thought about this choice. Ultimately, the difficulty of obtaining a licence does not have to be due to a higher cost but maybe long procedures, waiting times, etc. This would not directly impact the cost of a steak dinner.
