1) Compare Apples to Apples so compare colleges to colleges so this eliminates C,D,E.
2) generally "while" is used to introduce a clause or a participle phrase.
Here in A , you do not have a proper subject and verb in "while still able to enroll students and to provide instruction" so it cannot be clause and it is neither a participle phrase. So it cannot be correct.

I vote for 'B' comparison and parallelism. comparing incontrast to acredited university needs an immediate subject comparison, non accredited univ.. C, D, E are out. in 'A' still able to enroll students and to provide inst breaks parallelism. it should be 'still able to enroll students and provide instruction.
In B, "while" is incorrectly replaced by "though" and the modifier of nonaccredited colleges is not next to it.
