Please explain the reason for ‘D’ as correct option for question 2

I need the explanation for the answer to the 2nd question.
I can't conclude it as D.
Only the Statement(ii) can be conclusively inferred from the passage.
But how FIFA will be scrutinized and the particular timeline of the scrutiny will be in the next few months can't be ascertained. How many months/years after 2010 this piece is written also can't be ascertained.

"Immediately, a swirl of controversy surrounded the decision.." - This statement mentions an event that occurred in the past.
"FIFA is likely to face criticism and come under scrutiny in the following months" - This statement mentions a possibility of an event that might occur in the future.
How does the former suggest the latter? Please correct me if I'm making an incorrect interpretation.

but no where it is saying that these issues get resolve... then how we can take 2?
