IMO A
correct usage of modifier and tense ..
in option C , not grammatical and I believe this is a sentence fragment. "departed" is wrong.

Couldn't understand the reasoning well.Could someone explain the answer?

Hi Prashant, as per the survey, a general truth is being expressed.

When the intent is to express a general truth, Simple Present (as used in option A) is generally the most appropriate tense.
