While I chose A as my answer using negation test, I did not find this a typical GMAT type question. I have been seeing assumption questions on arguments that have premises and conclusions. To me, this argment simply have a statement without any conclusion.

Am I missing something here?

GMAT does not have "Justify the Conclusion".Good that you pointed out.
I will henceforth follow the book "Powerscore Bible for GMAT"-the hard copy.
