We should make sure that blood clotting is parallel with interference". Therefore , promotes clotting and does not interfere. This eliminates 1,2,5.
Between 3 and 4, a substance to promote is unidiomatic. Hence 3.

We can eliminate Choices A, D and E right away. If you try reading the original sentence witout the word "which" the sentence does not lose any essential meaning. So, "which" is introducing a non-essential modifier.
Now between B and C.
In B, "interfering" is not correct.
