Parallelism issue: optimizing' and 'reduce' are different parts of speech

B. to optimize rather than the reduction of administrative cost
Once again parallelism issue: 'to optimize' and 'the reduction' are different parts of speech. Also 'administrative cost' should be plural

C. to optimize rather than reduce administrative costs
Correct.

D. to optimize rather than reduce the cost of administration
Although parallel, using 'cost of administration' is not as stylistically right as 'administrative costs'

E. to apply the optimization rather than the reduction of administrative costs
Using 'apply' with 'optimization' is redundant

parallelism error - ............optimizing rather than reduce.................

B. to optimize rather than the reduction of administrative cost Incorrect

parallelism error - ............to optimize rather than the reduction.................

C. to optimize rather than reduce administrative costs Correct

D. to optimize rather than reduce the cost of administration Incorrect

the cost of administration can be replace by administrative costs, which is sort and eliminate redundant error

E. to apply the optimization rather than the reduction of administrative costs Incorrect

changes meaning, and has redundant error
