In Motown, the builders are starting huge housing construction projects even though the apartment vacancy-rates are high in Motwon. The vacant apartments are available for renting but do not have sufficient space for the facilities needed, such as storage rooms and servant quarters. Despite this state of affairs ,the builders are guilty of wasting money by going ahead with such huge projects.

The argument is that they are wasting money because there are buildings readily available for rent and adding more won't be profitable. Now if you negate C, you get:
On completion, the builders’ construction projects would not add to the stock of facilities available for renting in Motown.
This does not weaken the argument as there are still buildings available for rent, it doesn't impact the statement they are wasting money by constructing more buildings.
