The correct idiomatic usage should be "In no other X as in Y"
And only one answer choice E has this correct construction. Hence, in my opinion E should be the answer.
We could've analysed the other answer choices for possible errors but the non-underlined portion clearly dictates a non-negotiable use of the above idiom.
