In the first answer option A In order to grow plants in a physically and chemically controlled environment, scientists at Iowa State University are using modular, economical, and toxic-chemical free Lego bricks is an independent clause and
many believe they may solve several problems related to cultivation is again an independent clause. Two independent clause can be joined by a conjunction (and, or but etc) or the second clause must modify the first clause. D aptly does so by using a non essential modifier which.

Thanks for your reply. What role "many believe" is playing in option D? Also, what is wrong with B?

B is not an ideal choice because it uses passive construction.
In D which introduces a subordinate clause and adds more info about the immediately preceding noun Lego bricks. The subordinate clause tries to introduce a common fact about lego bricks by saying that many( people ) people believe may solve several problems related to cultivation.
I am not an expert but this is what my analysis says.
