b. are designed to compress, so in order to absorb --> Same as A
c. are designed to compress, absorbing --> 'absorbing', one modifier, which makes the sentence concise and clear.

VERITAS PREP OFFICIAL EXPLANATION:



Correct Answer: C

Explanation: Here, the sections of the car are performing two actions, which should be considered equivalent elements and therefore must be described by parallel phrases at the end of the sentence. The sections of the car are "absorbing...and reducing." We know this since "reducing" is not underlined so the previous phrase must agree in parallel with the word "reducing." Answer choice E is incorrect not only because it contains faulty parallel construction but also incorrectly substitutes the present participle "being", leaving the sentence without a main verb and changing it into an incomplete fragment. Answer choice D changes the main verb to "absorb" and accordingly does not follow parallel construction. Answer choices A and B also fail to provide consistent parallel construction. Therefore, answer choice C is correct.

is the answer to this c?

the initial modifier "in order to" needs a subject. What subject? The doer of the action. The action being - to make things safer
In c it seems the "doer" has been omitted and is in the passive form.
Same for the ING modifier

In order to improve the safety performance of newer cars in the event of an accident, certain sections of each car are designed to compress, so that they absorb the energy from the collision and reducing the sudden deceleration experienced by the passengers.

A. are designed to compress, so that they absorb - Antecedent of pronoun "they" is not clear, could be "certain sections" or "cars"
B. are designed to compress, so in order to absorb
C. are designed to compress, absorbing - This is parallel to "reducing" and absorbing is used correctly as a modifier.
D. being designed to compress, absorb - Use of being should be avoided
E. being designed to compress, absorbing - Use of being should be avoided

A,B,D - Unparallel Absorb --> reducing.
E - Usage of being made the sentence wordy and awkward here.

Hence C is the Answer.
