Not particularly incorrect but this is a subjunctive case and we have a better option below

Read the Original Sentence Carefully, Looking for Errors:
The word "demand" calls for the following construction: so-and-so demanded that something be done . The sentence erroneously includes the word "should." The correct answer will eliminate this word.
Scan and Group the Answer Choices:
All but (E) begin with the word "that." In another split, (A) and (C) contain the word "should," while the others do not.
Eliminate Choices Until One Remains:
The word "demand" is followed by "that," so eliminate (E). As noted above, the word "should" is incorrect. Therefore, you can eliminate (A) and (C). The word order in (B) is confusing, making it sound as though the content might contain phone and email records instead of the records containing content. You can eliminate (B) as well. (D) is clearly communicates the author's meaning and is the correct answer.
TAKEAWAY: The idiom demand (or demanded) that ____ be ____ is rigorously adhered to on the GMAT.
