I guess the question needs correction. I'm assuming it wrongly mentions "Since
1958 , farmers have sought to increase farmland" while it means "Since
1985 , farmers have sought to increase farmland"
My two cents for this are
A. Between 1975 and 1980, fertilizer prices temporarily increased because of labor disputes in several fertilizer exporting nations, and these disputes disrupted worldwide fertilizer production.
--> Does not explain the decrease in the use of fertilizers after 1985.
B. Several varieties of crop plants that have become popular recently, such as soybeans , are as responsive to fertilizer as are traditional grain crops.
--> Would suggest an increase rather than decrease if the scope of fertilizers increased.
C. Between 1950 and 1985 farmers were able to increase the yield of many varieties of crop plants.
--> The question refers to a time post 1985
D. Since 1985 the rate at which the world's population has increased has exceeded the rate at which new arable land has been created through irrigation and other methods.
--> Suggests strongly that more fertilizers were needed to further increase crop yields
E. After fertilizer has been added to soil for several years, adding fertilizer to the soil subsequent years does not significantly improve crop production.
--> This provides clarification that since the effectiveness of the fertilizers decreased post years of usage there was a decline in consumption.IMHO Option E
