On second thought, C doesn't flow well at all. "was" and "was" - leaning towards B.

"Rate of increase" and "twice as fast" seems redundant.

IMO C.

If we remove 'twice' it would be 'rate of increase........was as fast as...'. Awkward and wrong construction.

In my opinion rate of increase is what it is, adjective 'fast' is a redundancy .
I belive rate of increase.... was twice what it was...
is better than
rate of increase.... was twice as fast as it was... in as in B

The rate of increase in 1980's is twice...of what? It is not saying the speed but talking on "extent"...so C should be the answer. Twice (adverb) what (the rate of increase) it was in 1970s. Also // structure...So, Answer should be C.

I chose B, but reading from the comments above, I think C is right.

Rate of increase and fast = redundancy.
