Overview:
The passage first presents a somewhat puzzling fact: there are surprisingly large differences among Boldavians in the incidence of left-handedness by age group. The explanation of this fact is what is at issue in the question. The passage itself rules out two possible lines of explanation.

The Correct Answer:

A If Boldavian men have a shorter average life expectancy than Boldavian women do, it is plausible, as one goes from one age group to the next, in ascending order of age, that a smaller proportion of people in each successive age group are men. This would mean that any quality—such as left-handedness, or being more than 6 feet tall—that is more common among men than it is among women would be less prevalent in successively older age groups. (A) says that Boldavian men live less long, on average, than Boldavian women and also says that left-handedness is more common among men. (A) therefore helps to explain the observed variation, by age, of left-handedness among Boldavians.

The Incorrect Answer Choices:

B If it were true that left-handed Boldavians were more likely than right-handed ones to be the victims of fatal accidents, then accidents could very well have the effect, over time, of increasing the proportion of right-handers in the population. But (B) says that there is no difference between left-handed and right-handed people in terms of how likely they are to be involved in accidents. So (B) does nothing to help explain the age-related variation in left-handedness among Boldavians.

C (C) might give rise to a tendency for Boldavians who are not strongly right-handed or left-handed to declare themselves ambidextrous. But even if there were such a tendency, it would not explain the variation in incidence of left-handedness by age group.

D A decreasing birthrate affects population size and relative numerical strength of age groups. But with nothing further having been said, a decrease in the birthrate has no implications for the distribution of specific characteristics, such as left-handedness, within an age group. Therefore, (D) by itself does not help explain the variation in incidence of left-handedness by age group.

E This statement suggests that the proportion of left-handed people in the overall population of Boldavia may fluctuate somewhat. This may indicate that the disparities in left-handedness across age groups are not necessarily constant. But this does not help explain why those sorts of disparities exist in the first place.
