I. Too much job security can have a negative influence on workers - Inferred from "they tend to loaf"
III. Most government workers are Civil Service employees - "This explains in large part why the government is so inefficient" statement implies the draw back of the government but no where the number of civil employees in the government is mentioned. So this statement cannot be implied
II. More government workers should be fired - It is not mentioned about the number of civil employess who are part of the government.

So answer is A.
