When a triangle is inscribed in a circle, and the hypothesis becomes the diameter, the opposite angle is 90 degrees. Therefore, angle QPR is 90 degrees, and the triangle becomes a 5-12-13 right triangle. Then you take take the formula for circumference of a triangle, 3.14*2R with R = 13/2 and get the answer of (13*3.14). You then divide by 2 since it's only half the circle.
