We need to focus on the centres of the squares as a reference for population and currency
Quote:

If we follow, we'll get to know --

Region A's range is from 1.2 to 2.8 (See how carefully they are aligned at the midpoints on the Y-axis!)
Region D's range is from ~0.8 to ~2

(Please help with the question, I dont understand, even with the official explanation how Question 1 isn't D, it seems like its range should be 2)

Official answer:
Begin working on these graphics interpretation question by reviewing the axes of the graph, paying attention to any units, and then decide whether to read any text blurbs associated with the graph. This graph has no title. The x-axis is labeled Population (millions), from 0 to 350. The y-axis is labeled Currency, from 0 to 2.8. Within the graph, four regions labeled A–D designate groups of squares of different colors. There is not enough information in the graph to understand what the squares or currency values represent, so read the text blurb below the chart. The blurb explains that the squares in the graph represent countries, that the sizes of the squares represent the countries’ relative areas, and that the center of each square indicates the country’s population in millions and the value of the country’s currency in United States dollars.

Before working on the first question, open the drop-down box and review the answer choices. Write down a letter for each answer choice on the scratch paper. The answers represent the region with the greatest range in currency values.

Additionally, this question involves calculations, so determine whether the calculator is needed to solve the problem. Since a range is defined as the difference between the greatest and least values, and the currency values on the y-axis are small numbers, the calculator is not needed.

Now, find the range of the currency values for each region. For Region A, the centers of the squares with the greatest and least currency values are at about 2.8 and 1.2, respectively, so subtract 2.8 – 1.2 to find that the range is about 1.6. For Region B, the centers of the squares with the greatest and least currency values are at about 1.9 and 1.3, respectively, so subtract 1.9 – 1.3 to find that the range is about 0.6. This is less than the range for Region A, so eliminate choice B. For Region C, the centers of the squares with the greatest and least currency values are at about 0.4 and 0.1, respectively, so the range is about 0.4 – 0.1 = 0.3. This is also less than the range for Region A, so eliminate choice C. For Region D, the centers of the squares with the greatest (top right, small yellow square) and least (bottom left, large yellow square) currency values are at about 1.9 and 0.8, respectively, so the range is about 1.9 – 0.8 = 1.1. This is still less than the range for Region A, so eliminate choice D and select choice A.

The correct answer is choice A.

Now work with the second question. Before working on the second question, open the drop-down box and review the answer choices. Write down a letter for each answer choice on the scratch paper. The answers represent the region containing the United States, if the United States is represented in the graph.

According to the blurb below the chart, the value of each country’s currency in United States dollars can be read by drawing a line from the center of each square to the y-axis. Therefore, since 1 United States dollar is equal to 1 United States dollar, if the United States is represented in the graph, the center of the square representing that country will align with the number 1 on the y-axis. Trace a horizontal line across the graph from 1. This line crosses the center of only one square, the large yellow square on the far right of the graph. This square is in Region D, so select choice D.

The correct answer is choice A and choice D.
