It is a mix of some percentage / geometry?
Statement 1: insufficient but it is very good info because in DS questions when gemotry is involved, the graphs are not at scale and when we look at the circle it is pretty clear that E represent 1/4 of the circle but we should not assume - as to why statement 1 is good to know though not helpful to solve this.
Statement 2: total annual budget is $48M - also good to know because now with simple math you know that 12M represents 1/4 of 48 - from the graph you would be tempted to say E is the answer and D would be sufficient but that is a mistake.
You need A to make that conclusion

GMATBusters I believe the answer to this question has to be E. Any of the other sectors can also be at 25%. There is simply no way to say that the sector can only be E

25% of total budget = 1/4 of budget i.e 48*1/4=12 that is E

since the graph is drawn to scale, Can't we say it from the graph that E is 25% making statement 1 useless.

Generally GMAT does not expect users to guess the exact quantity from the figure, hence "drawn to scale" has been removed.
Now, question seems more relevant.
